Hazardous substances are dangerous. It’s best to keep them contained.

Our industrial economy depends on hazardous substances. Whether it’s fuel, industrial chemicals or paint, none of us are ever far away from some kind of hazardous substance. When these are stored or transported in bulk quantities, the risks posed can be significant, so it’s important that storage and transportation be done in vessels that are fit for purpose.

Because of the risks involved with hazardous substances, how they are stored and moved is tightly regulated. Tanks used to store bulk hazardous substances, and tankers used to transport them, must be independently verified and certified by a WorkSafe-approved compliance certifier.

Motovated can provide several different certification types, depending on client need.

Tank design compliance certificate – a certification that a particular tank design satisfies the regulations. Usually based on review of design documentation – drawings, producer statements etc.
Stationary container compliance certificate – a certification that a particular installation complies with the regulations. Usually based on an inspection of the installation.
Tank wagon design compliance certificate – a certificate that a tank wagon design satisfies the regulations. Based on review of design documentation.
Tank wagon pre-commissioning certificate – a certificate asserting that the construction and marking of a tank wagon satisfy the regulations. Typically based on a physical inspection.
Tank wagon in-service certificate – tank wagons are required to be re-inspected and re-certified at two-year intervals, to ensure that they are still compliant with the regulations. This is based on an inspection.
Approved fabricator certificate – a certification that a particular fabricator has the capability, tools, and processes to manufacture tanks or trailer tanks to the required quality standard. This allows manufacturers to serially-produce approved tank designs, rather than every single tank needing to be inspected and certified.

Stationary Containment Certificate

The HASWA Regulations require installed stationary tanks and process containers (over specified volumes) to be issued with a Stationary Container Compliance Certificate. The Certificate verifies compliance with Regulations

Tank Design Certification

All road tank wagons greater than 450 litres capacity are required to be issued with a Tank Wagon Design Certificate to verify compliance with the design requirements of the Regulations. Client must provice technical drawings, calculations and specifications for each design component when applying for a design compliance certificate. Once the regulations are met, the certifier will issue a TAN number. There are no prescribed validity periods for Tank Wagon Design Certificates

Tank Wagons and Transportable Containers

Before a tank wagon can be used it must undergo a Pre-Commissioning Inspection and be issued with a Pre-Commissioning Compliance Certificate to verify construction and marking in accordance with the approved design and the relevant regulations. Marking includes the allocation by WorkSafe of a unique TAN or approval number. There is no prescribed expiry date for a Pre-Commissioning Certificate.

Approved Fabricator Audits

Tank manufacturers can apply to become approved fabricators and receive a FAB number, listed on WorkSafe’s public register. This status, valid for up to 3 years, allows mass production of a certified tank design without individual certification or verification.

Tank Wagons In-service Certification

Tank wagons are due an In-Service Inspection and Certificate two years after the issue of the Pre-Commissioning Certificate and at recurring 2 yearly intervals.
The In-Service inspection and Certificate is required to verify maintained compliance with Regulations and original design much the same as for a vehicle Warrant of Fitness
